In November of 2007 Dr. Bill Paul, Director of the Health Department, called together members of the community with interests in animal welfare for the first Animal Summit. At the summit the group heard about the state of Metro Animal Care and Control and heard messages from legislators, and law enforcement officials. The meeting was the kick off for a partnership between parties with animal welfare interests in Davidson County. Committees were formed to begin the work of making Nashville a model city for animal care and control. In December of 2008 the group selected the name United Partnership for Animal Welfare (UPAW), established by-laws for the organization and elected an executive committee to lead the partnership.
Bylaws

historyCurrently there are 5 standing committees, and committees can be formed or dissolved based on the needs of the partnership.  Those committees are: Executive, Development, Community Outreach and Education (CEO), Special Events, Communications, Data and Policy.  Members are encouraged to join a committee upon joining in order to get involved with the work of UPAW.
